Hi Natalie, this is a really good idea, and it will be interesting to see how the students take to the blended learning and if it does allow for them to improve their communication skills.
1. You are implementing blended learning for a communication goal. How will you be grading them on the blended learning? Will you allow for continuous revision if they choose to master this goal?
2. How will this affect the timing of the school year when it comes to your curriculum? Will it give you more time in the classroom to develop their communication skills?
I like the incorporation of the eportfolios and eventually allowing them to choose what they would like to post. I also like that you gradually introduce the peer-review system until they are more comfortable with the blended learning process and the eportfolio. They will feel much more proficient with what they are accomplishing allowing them to feel comfortable having their work reviewed.
I like the detail of your plan. Extending out for three years probably keeps things realistic. According to the details, you are doing blended learning? Later on, you have steps for ePortfolios. The introduction does state the goal of the plan.

Looks great, your website is awesome but I told you that already. I like the depth of your outline. It is very thorough. The only suggestion I would make would be to add some sort of administrative incorporation in the first month or two. Like a briefing or minor presentation or even an e-mail telling them what exciting stuff you are going to do this year. I think that would look good. See ya.
